Help the project coordinator (PC) to prepare the budget based on the project control cycle if necessary.

Help the project coordinator (PC) to prepare the monthly budget control report and the forecast of expenses if necessary.

Be responsible for the cash flow of the project.

Train and advise other departments on financial procedures and protocols.

Supervise staff under their command ensuring that the performance of their duties is in line with MSF standard policy and procedures.

Direct the recruitment/selection and hiring processes of the new project team according to the HR planning. Support the activities of incorporation of the new team and the activities of welcome to MSF.

Direct the implementation and monitoring of policies, HR standards and guidelines.

Lead the project-level implementation of the mission's HR and L&D strategy.



A college degree in finance, management (business or HR), or administration is desirable.

At least two years' work experience in a similar position or in this area is essential.

Work experience in developing countries with MSF or other NGOs is desirable. Essential Spanish language, knowledge of the English language is valued.

Computer skills (Word, Excel, Internet) are essential.

Knowledge of computer applications used by MSF for HR and financial management (Homére, FFC and SAGA) is desirable.
