Supervise, provide technical guidance/ expertise and perform the activities of the Electrical Maintenance at ADNOC owned properties including Residential and VIP villas and other owned, leased properties within Abu Dhabi City and Ruwais City in order to achieve highest operational efficiency and long functional life.
Participate / develop strategies to economize and obtain maximum output value from expenditure, materials, labour and energy. Administer and coordinate all activities related to electrical section with Civil Projects (CP&ES). Ensure Implementation of Energy Management System as per the guidelines and prescribed method statements
Job Specific Accountabilities (Part 1)
Operation and Maintenance Services
Oversee the Electrical section activities of assigned subordinates, Hard FM Service providers and other related service providers who are responsible for the building Operation and Maintenance and systems integrity as per defined service levels agreements (SLA), KPIs specifications and operational Methodologies for ADNOC owned properties which include all office buildings and VIP staffs private accommodations in and outside Abu Dhabi city.
Assist in the establishment of the maintenance requirement of new properties that are being handed over to Electrical maintenance section. Prepare a detailed scope of work for carrying out the operation and maintenance requirement of these properties identifying the type and quantity of resources required and initiates tendering or variation formalities.
Support the development of strategies on facilities management for electrical systems in order to have an efficient and effective operational control of all maintenance activities related to Electrical Maintenance Section.
Assist in ensuring business continuity from operation and maintenance of Electrical systems perspective for ADNOC and its group of companies and academic institutions.
Provide functional parameters to Electrical Engineers, Supervisors and Foremen of the Electrical Maintenance Section, guide their works in the preparation of annual preventative and predictive maintenance programs, and ensure such programs are carried out in accordance with manufacturer's recommendations and professional engineering standards, to enhance and maintain ADNOC assets and services.
Supervise/ ensure implementation of PPM plan, PPM Checklists, Method statement and Risk assessment processes in O&M services.
Supervise/ ensure all operations and controls from BMS control rooms are smooth and meeting best engineering practices and standards.
Ensure compliance with contractual obligations and operation of sound maintenance procedures, standards and engineering practices. Includes negotiating performance shortfalls with contractors, and recommending appropriate action; reviewing Engineer's appraisal on contractor's performance and producing overall rating and assessments etc.
Initiate technical proposals of the section regarding refurbishment, reconditioning and replacement or enhancing various equipment approvals, finalizing technical specifications and recommend the same to Section Head.
Discuss and recommend appropriate actions to modify/alter electrical systems to ensure continuous availability.
Supervise/ ensure implementation of quality management systems as per the documented procedures, Monitor, ensure Non-conformities are identified and ensure remedial actions for NCR, and measures their performances.
Liaise with contractor's management on matters related to payments, standards and performance in monthly bases.
Review and confirm annual equipment spares requirement to ensure that such spares, stock items and non-stock items are available at all times.
Participate in the review and approval process of Manpower for Service Providers. Participate in the review & selection process of SSPs/Sub-contractors for Service Providers.
Participate and assist in conducting Contractor’s Performance Evaluations.
Review Monthly Progress reports & Payment certificates from Service Providers.
Job Specific Accountabilities (Part 2)
Supervise the preparation and review of Tender documents and Scope for WSO of contractors including its Technical & Commercial evaluations.
Review/prepare the consolidated annual (Capital and Operational) electrical maintenance budgets and monitor expenses versus approved budgets.
Monitor contractor expenditure on monthly basis and ensure expenditures are within approved budget.
Review/ ensure monthly activity reports, includes highlighting activities/areas for improvement and making recommendations regarding overall condition of buildings, electrical equipment and level of maintenance service provided.
Provide technical advice to Electrical Engineers regarding changes in layouts as/when requested by various Directorates; issue instructions for correct operations and installations; supervise preparation of drawings/sketches/reports; recommend improvements and developments of operations in multi-disciplinary engineering services; provide technical proposals on replacement of obsolete equipment and up gradation of existing engineering installations.
Modifications and Projects (Electrical Maintenance related)
Review feasibility reports and cost estimates to undertake additions/alterations in office/non-residential buildings, includes periodically advising line management on the general condition of all ADNOC owned buildings.
Participate in evaluating pre-design information/data for usage. Develop/Supervise the preparation of design, specifications, and scope of work, drawings, calculations and all necessary documentation for projects of various sizes. Supervise the issue of tender documents, BOOs, evaluates tenders, jointly certifies awards and subsequently monitors projects.
Monitor/ ensure Quality Management System implementation via Method Statements, Risk Assessments, ITP, MIR, WIR, PTW, and Material Submittals & Document Transmittals for Modification and minor project by service providers.
Supervise/ ensure Implementation of LEED requirements for the modification works in ADNOC HQ.
Supervise and ensure that implementation of Energy management system for Electrical systems are as per the guidelines and method statement and they follow continual monitoring of energy management action plans and Monitors its implementation.
Arrange or follow up the Energy auditing of ADNOC owned and leased properties periodically in coordination with other sections and any other third party prepare and review subsequent audit reports, guidelines and method statements.
Monitor/ ensure that team on site are implementing different Energy Management system policies issued by the Company
Review the purchasing orders of new equipment and systems in order to ensure implementing ISO-50001 requirements and LEED O&M for ADNOC HQ.
Civil Projects and Engineering Service Coordination (Electrical Maintenance related)
Review various documents received from Civil Project & Engineering Services, Such as concept design reports, Material submittals, and Shop drawings, Testing &Commissioning procedures to CP&ES Asset register, Spare parts list, supplier contact list, as built drawings and O&M Manuals etc. and provide necessary feedback/comments.
Job Specific Accountabilities (Part 3)
Coordinate and participate in Factory acceptance test (FAT), T&C, Training, Snagging and De snagging of all ongoing and upcoming projects with CP&ES and Ensure smooth handing and taking over process and monitor Electrical Engineers and Supervisors are also following the same .
Liaise with the electrical team of Civil Projects & Engineering Services in regards to the electrical systems in various ongoing and upcoming ADNOC projects undertaken by them until completion of projects and taking over by Maintenance Department.
Contribute to the operational efficiency, productivity and profitability of the organization by reducing accident, damage and financial loss.
Liaise with HSE Section and contribute in the evaluation of department related activities to identify hazards or risks and implements any necessary mitigation measures to ensure provision and maintenance of health and safe conditions.
Comply with ADNOC accountability framework requirements and ensure compliance with 100% HSE culture.
Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective business objectives.
Provide input for preparation of the Function / Division / Department / Section budgets, assist in the implementation of the approved Budget, and work plans to deliver business objectives.
Investigate and highlight any significant variances to support effective performance and cost control.

Internal Communications & Working Relationships
Regular contacts with Section Head, Engineers, Supervisors, contractors and consultants for matters related to maintenance, projects and other services. Maintaining contacts with Asset team for budgeting, payments and GPU regarding ITU & Procurement Services.
Regular contacts with Senior Quality and HSE Engineers for the Project Quality and HSE matters.
External Communications & Working Relationships
Regular contacts with ADNOC Group Companies on work related matters.
Regular contacts with service providers for the for Project Progress, Quality and HSE matters.
Maintaining contacts with local authorities, such as Water and Electricity Department and Municipality, to ensure uninterrupted services at all times. Has contacts with contractors for maintenance services contract agreement, contacts with all concerned for contracts follow-up and negotiation, and within Municipality, Town Planning, Civil Defence Department and ADDC, Du, Etisalat
Bachelor Degree in an Electrical Engineering discipline.
Minimum Experience, Knowledge & Skills
8 years' professional experience in electrical maintenance works, in a large organization.
Experience in inventory control and budgeting
Knowledge of occupational hazards and safety precautions
Ability to plan and schedule daily and weekly work schedules for staff
The ability to communicate both in written and verbal form.
PMP/CFM Certificate (Preferable).
